Council adopted a law on the gas market

According to the final version of the bill, the law specifies that the operator of the gas transportation system - is a business entity that is under license operates natural gas transportation through the gas transportation system in favor of third parties (customers).
Joining the customer object to the transmission or distribution system in the following order:
- Obtaining permission of the operator of the gas transportation or distribution system interconnection - Getting the customer or designer raw data;
- Development of project documentation and in cases stipulated by law, its expertise; - Approval of project documentation;
- Preparatory and construction work;
- Connection object to the transmission or distribution system;
- Adoption of the completed construction of the facility;
- Registration of ownership of the construction project.
Also, according to the law, design and construction of the gas transmission or distribution system shall be in accordance with the legislation in the field of urban development activities, as well as technical conditions of accession, provided by the Code or Code of the gas transportation system of gas distribution systems.
"The customer has the discretion to choose the artist design and construction work on the accession among business entities that are entitled to exercise the relevant activity in accordance with the requirements of the legislation. In this case, the customer's costs associated with the implementation of design and construction, and not included in the payment for connection to the transmission or distribution system.
The fee for connection to the gas transmission or distribution system is determined in accordance with the contract between the customer and the operator of the gas transmission or distribution system based on the methodology approved by the regulator.
"Operator gas transmission or distribution system may refuse to grant permission to join only in the event of the absence or insufficiency of free capacity of the gas transportation or distribution system. At the initiative of the customer can be carried out independent examination of the source data for compliance with standards, rules and regulations, "- said in the law.
